The PSPMES Society is commited to growth & upliftment of rural youth and for this purpose it evolves and implements programmes of Vocational & Professional Training.Prithi Singh Panwar Memorial Education Society (Regd) was founded in Year 2002 in the memory of Shri Pirthi Singh Panwar. This Society has been constituted to perpetuate the memory of Shri. Pirthi Singh Panwarwho was born in 1901 in village Tikroul Distt. Saharanpur (U.P.) in a family of farmers. He was matriculate only but could join any service due to his preoccupancy towards his joint family. He had an extremely helping nature and always tried to help the needy and work towards social welfare.​

Raj Singh Industrial Training Centre was set up to perpetuate the memory of Shri. Raj Singh Panwar Pardhan ji  S/o Sh. Pirthi Singh Panwar ji and for the fulfilment of his ideology of increasing employment in rural areas.Shri. Raj Singh Pradhanji was born in 1930 in the same village Tikroul Distt. Saharanpur (U.P.) in a family of farmers. Despite the fact that he was not educated he always tried to educate members of his family in spite of lack of financial resources. He struggled throughout his life for the family, villagers and society at large. During his tenure as village pradhan he performed an exemplary work which is still being remembered. He always advised the villagers  that one member of each family should go for a job to cities for progress of the village and the countryHis another desire was that the parental property should not be parted with efforts should be made to consolidate it otherwise his soul will not rest in peace. Smt. Mahabiri Devi (Wife of Sh. Pradhan Ji) fully agrees with the ideology of Pradhan ji. She always repeats his words to her sons Dr. Satveer Singh,  Sh. Jaiveer Singh,  Sh. Rambeer Singh and grandson Sh. Ankur Panwar who has been educated despite the precarious financial resources and poverty not only to protect the parental property but also to transfer the property to next coming generation and the coming generation should also follow the same track.

The Society has established A V Model School, A Block, Street No. 11, Khajuri Colony, Delhi-94. The Society has started Raj Singh Pvt Industrial Training Institute, Street No. 12, Khajuri Colony, Delhi-94 wth trades like Draughtsman Civil (DMC), Electrician affiliated to National Council of Vocational Training (NCVT), Government of India has been running under the guidance and supervision ofDirectorates of Training & Technical Education, Govt. of NCT Delhi since 2008. Keeping in view the immense Scope of gainful employment opportunities as qualified technician to Indian Youth in general and rural Youth of the country in particular. “Prithi Singh Panwar Memorial Education Society” is running Draughtsman Mechanical (DMM) and Electronics Mechanic (EM) in Raj Singh Pvt ITI with effect from August 2009. The courses are affiliated to National Council of Vocational Training Scheme, Government of India and are running under the guidance and supervision of theDirectorate of Training & Technical Education Govt. of NCT Delhi.

In 2014 the society started the Raj Singh Girls College of Education at Trkraul, Saharanpur (U.P.)with the D.E.L.E.D Course 50 seats (one Unit) proposed for D.E.L.E.D (second Unit) Recognized byN.C.T.E. & affiliated through SCERT.

CRAFTSMAN TRAINING SCHEME

The Craftsman Training Scheme was introduced by the Government of India in 1950 to ensure a steady flow of skilled workers in different trades for domestic Industry and to raise quantatively and qualitatively the Industrial Production by systematic technical training To cultivate and nurture industrial attitude in the mind of younger generation, the scheme is most important in the field of Vocational training. It has been shaping craftsman to meet the existing as well as future man power needs through the vast network of it is in the various state and the Union Territories (UTs)in the country with the effect from the year 1956. From 1st April 1969 the financial control of the Industrial Training Institutes/Centres in the states as well as in UTs has been transferred to respective state Govt./UTs. The objects of the Scheme are :

  • To ensure a steady flow of skilled workers  in different trades for the Industry.
  • To raise the Quality and quantity of Industrial Production by systematic Training og workers and to reduce Unemployment among the educated youth by equipping them for suitable Industrial Employment

National Council of Vocational Training (NCVT)

In pursuance of the recommendations of the Govt. of india in the Ministry of Labour [Resolution No. RT A-428(5) dated 22/05/1951], The Govt. of India appointed a committee called the National Trade Certification Investigation Committee with instructions to prepare as scheme for the establishment of an All India Trades Board which would award certificates of proficiency to craftsman in the carious Engineering and welding trades. The report of the training and employments services organization committee has been considered by the Govt of India. The Govt agreed with both the committees that there is need of setting up of a central Agency for coordinating the Training programs in the country, bringing about uniformly of standards and awarding certificate of proficiency in craftsmanship on an All India Basis. Such a step is in the interest of both the industry and the worker in as much as it ensures that the holder of the National Certificate possesses a minimum recognized degree of skill. In addition, it facilitates the mobility of tradesman and their employment. The National Council of Vocational Training (NCVT) is chaired by the Minister of labour with members representing Central and state Govt. Deptt., Employer’s and workers organizations, Professionals and learned bodies, Scheduled caste and tribes organization,  All India Woman Organisation etc. State Council of Vocational Training (SCVT) and the Trade Committees assist the National Council.
